My version of Da Caesar's elite block, it holds 4 more houses and is more symmetrical.
If available, a large god-statue instead of the upper fishpond looks very nice :)
21 estates = a maximum of 420 people & 10.5 horsemen companies
Notes:
1. More appeal is needed around the edges
2. The stadium can be both horizontally and vertically placed, as long as it doesn't touch any other roads
3. The stadium HAS to be in this block if you want estates; without stadium the housing don't get enough entertainment points and won't evolve higher than manor
