Worker Percentages and Wages
How many workers you have, depends on the difficulty level you're playing at (lower difficulty means more workers) and the wage rate (higher wages means more workers). Be careful with setting the wages lower than normal: your people are easily annoyed, especially at higher difficulty levels.
This table shows the percentage of your people that's available for work:
